efficient, and organized environment for drivers and pedestrians to share the road
and parking resources throughout campus. Any person operating a vehicle on campus
is responsible for knowing and adhering to these regulations and procedures. Failure
to comply with these regulations is a serious concern, will be reviewed by appropriate
University personnel, and, among other potentials, may result in fines, disciplinary
action, and/or an impact on one’s eligibility to park/drive a vehicle on campus and/or
obtain/renew a parking permit. Please contact the Department of Public Safety if you

Section 1 – GENERAL INFORMATION
1.1 CALIFORNIA VEHICLE CODE ENFORCEMENT
The California Vehicle Code (CVC) is enforced on all University roadways and other areas of University property where applicable. All official traffic control devices, parking control signs, pavement markings, and other traffic and parking regulations are enforceable on University property.
These Parking and Traffic Regulations are adopted pursuant to ¹ú®aa¢¥aÂé¶¹University's authority to regulate the use of University property and are intended to supplement applicable provisions of the California Vehicle Code.
These Parking and Traffic Regulations apply to all individuals operating, parking, storing, or otherwise using a vehicle on property owned, leased, controlled, or maintained by ¹ú®aa¢¥aÂé¶¹University. Compliance with these regulations is a condition of operating or parking a vehicle on University property.
For purposes of these regulations:
- Vehicle means any device by which a person or property may be transported or drawn upon a roadway, including, but not limited to, automobiles, motorcycles, motor-driven cycles, mopeds, electric bicycles, bicycles, scooters, mobility devices, trailers, recreational vehicles, and similar devices, unless otherwise specified.
- Registered Owner means the individual identified as the owner of a vehicle in the University's parking registration system, regardless of the vehicle's legal ownership or registration with any governmental agency. Unless otherwise determined by the Department of Public Safety, the Registered Owner is responsible for all parking citations, fines, fees, and other enforcement actions associated with the vehicle.
The Director of Public Safety, or their designee, is responsible for the administration and enforcement of these Parking and Traffic Regulations and may temporarily modify, suspend, or implement parking and traffic restrictions, designate temporary parking areas, and take any other action reasonably necessary to protect public safety, facilitate University operations, or respond to emergencies, construction activities, special events, or other operational needs.
These Parking and Traffic Regulations may be enforced by the Department of Public Safety and, as appropriate, by the California Highway Patrol, the Los Angeles County Sheriff's Department, or any other law enforcement agency having applicable jurisdiction.
Violations of the California Vehicle Code, these Parking and Traffic Regulations, or the lawful directions of Department of Public Safety personnel may result in any enforcement action authorized by these regulations, including, but not limited to, verbal or written warnings, administrative citations, vehicle immobilization, relocation, impoundment at the owner's expense, suspension or revocation of parking and driving privileges, disciplinary action under applicable University policies, referral to appropriate University offices, or any combination thereof.
1.2 REPORT A CONCERN
Members of the ¹ú®aa¢¥aÂé¶¹University community are encouraged to report parking and traffic violations through the LiveSafe app or by any other reporting method authorized by the Department of Public Safety.
Reports submitted to the Department of Public Safety will be reviewed and investigated, as appropriate. If sufficient information exists to establish that a violation of the California Vehicle Code or these Parking and Traffic Regulations has occurred, the Department of Public Safety may issue a warning or administrative citation, initiate other enforcement action authorized by these regulations, or refer the matter for disciplinary action under applicable University policies.
When feasible, warnings and citations will be placed on the vehicle's windshield. If the vehicle is no longer present when the report is reviewed, the Department of Public Safety may contact the registered owner or other affiliated member of the University community and pursue any enforcement action authorized by these regulations.
1.3 ASSUMPTION OF LIABILITY
Individuals who park or operate a vehicle on University property do so at their own risk. ¹ú®aa¢¥aÂé¶¹University assumes no responsibility or liability for the theft of, or damage to, any vehicle or its contents, or for any other loss occurring while a vehicle is parked, operated, stored, or otherwise present on University property, except as may be required by applicable law.
The issuance of a parking permit, parking pass, or authorization to park on University property does not create a bailment or imply that the University assumes responsibility for the care, custody, or security of any vehicle or its contents.
1.4 VEHICLE SEARCHES
Under certain circumstances, the Department of Public Safety may access a vehicle and conduct an inventory of its contents. Such circumstances include, but are not limited to, the retrieval of University property; investigation of a vehicle believed to contain a lost, stolen, fraudulent, counterfeit, altered, or otherwise unauthorized parking permit or pass; investigation of a vehicle displaying a permit or pass assigned to another individual or vehicle; or investigation of a vehicle reasonably believed to be involved in criminal activity or conduct that may violate University policy.
1.5 REVOCATION OF PARKING AND DRIVING PRIVILEGES
¹ú®aa¢¥aÂé¶¹University reserves the right to suspend, revoke, restrict, or otherwise modify an individual's parking and driving privileges on University property at any time, in accordance with University policy.
1.6 EMERGENCY VEHICLE EXEMPTION
Vehicles operated by Department of Public Safety personnel in the performance of their official duties are designated as campus emergency vehicles, as defined by the California Vehicle Code, and are exempt from the provisions of these parking and traffic regulations to the extent permitted by law.
1.7 TAMPERING WITH PARKING AND TRAFFIC CONTROL SIGNAGE OR DELINEATORS
The removal, relocation, damage, or tampering with any barrier, fence, delineator, A-frame, post, cone, sign, gate, or other device placed for traffic or parking control is prohibited. Violations may result in the issuance of a citation and/or disciplinary action, as applicable. This prohibition includes the unauthorized movement or removal of traffic control devices used to restrict access to John Tyler Drive during its nightly closure from 10:30 p.m. to 6:30 a.m.
1.8 USE OF RECREATIONAL DEVICES
The use of skateboards, hoverboards, roller skates, inline skates, scooters (including kick scooters and similar recreational devices), and other comparable recreational mobility devices is prohibited on University property, except as otherwise authorized by University policy. Violations may result in confiscation of the device, disciplinary action, and/or other enforcement measures, as appropriate.
Section 2 – VEHICLE REGISTRATION
2.1 VEHICLE REGISTRATION REQUIREMENT
All motorized vehicles on campus, including motorcycles, must be appropriately registered with ¹ú®aa¢¥aÂé¶¹University.
University students and employees must complete annual vehicle registration at this Students are only permitted to register one vehicle. Students who 1) are beginning as a new student or starting a new program on Pepperdine's Malibu campus in fall 2026 and 2) wish to park a personal vehicle on the campus will be required to register their vehicle and pay a parking fee. The fee is $250 per semester for commuter students and $350 per semester for residential students. Summer term will not incur a fee. Students who do not bring a vehicle are not charged the fee. The parking fee applies only to new students and will be phased in over four years. Returning ¹ú®aa¢¥aÂé¶¹students are not affected. Faculty and staff may register two vehicles without fee, with a $25 fee for each subsequent vehicle registered.
Wave Associates, Malibu Country Estates residents, campus vendors, and other affiliates should use this to complete their vehicle registration.
2.2 VISITOR PASSES
For purposes of these regulations, a visitor is any individual who is not employed by, enrolled at, or otherwise affiliated with ¹ú®aa¢¥aÂé¶¹University as a contract vendor. Employees, students, and contract vendors operating an unregistered vehicle are not considered visitors and are not eligible for visitor parking privileges.
Visitor parking passes may be obtained at a campus entrance booth. A valid visitor pass must be displayed by hanging it from the vehicle's rearview mirror with the "Visitor Pass" side facing outward so that it is clearly visible from outside the vehicle. Visitor passes are valid only for the date of issuance.
Visitors may park in any legally designated parking space unless otherwise prohibited. Visitor parking is not permitted in red zones, yellow zones, reserved spaces, or accessible parking spaces unless the vehicle displays a valid DMV-issued accessible parking placard or license plate and is otherwise authorized to park in the space.
2.3 CARPOOL PASSES
¹ú®aa¢¥aÂé¶¹employees and commuter students with a valid Faculty, Staff, or Commuter parking permit who arrive on campus with two or more occupants (including the driver) may obtain a carpool parking pass at the Seaver Drive or John Tyler Drive entrance booth. Carpool passes are available until 5:00 p.m. each weekday.
Vehicles displaying a valid carpool pass may park in designated carpool parking areas, which are identified by green-painted curbs and accompanying signage on Seaver Drive and Banowsky Boulevard, unless otherwise posted. The Main Lot carpool parking area is reserved for vehicles displaying a valid Faculty ("F") or Administrative ("AD") parking permit.
Carpool passes are valid only for the date of issuance and must be displayed by hanging the pass from the vehicle's rearview mirror with the "Carpool Pass" heading facing outward so that it is clearly visible from outside the vehicle.
2.4 TEMPORARY PERMIT
Temporary parking permits are available through the Department of Public Safety for students, employees, and contract vendors who are temporarily operating a vehicle other than one registered with the University, such as a rental vehicle, loaner vehicle, or borrowed vehicle. Applicants may be required to present valid identification and vehicle information before a temporary permit is issued.
Temporary permits are non-transferable, are valid only for the vehicle and dates specified on the permit, and must be properly displayed while the vehicle is on University property. Vehicles displaying a temporary permit are subject to all applicable University parking and traffic regulations and are afforded no additional parking privileges unless expressly indicated on the permit.
2.5 FAILURE TO REGISTER A VEHICLE
Any vehicle that is required to be registered with ¹ú®aa¢¥aÂé¶¹University but is not properly registered, or that fails to properly display a valid parking permit or pass when required, is subject to enforcement action. Such action may include the issuance of a citation, vehicle immobilization, relocation, or impoundment at the owner's expense, disciplinary action, suspension or revocation of parking privileges, and/or loss of the privilege to operate a vehicle on University property.
2.6 FRAUDULENT ACTIVITY
Fraudulent or unauthorized use of the University's parking program is strictly prohibited. Prohibited conduct includes, but is not limited to, obtaining or registering for a parking permit for which an individual is not eligible; transferring, lending, sharing, or selling a parking permit or pass to another person; altering, reproducing, counterfeiting, or otherwise modifying any parking permit or pass; providing false or misleading information during the registration process; or failing to maintain accurate vehicle registration information, including the display of a registered license plate.
Violations may result in the revocation or suspension of parking and driving privileges, citation, vehicle immobilization or impoundment, disciplinary action under applicable University policies, and any other administrative action deemed necessary by the University.
Parking permits are issued based on an individual's affiliation with the University and may be used only by individuals who are eligible for that permit classification. An individual's eligibility is determined by their status with the University—not by vehicle ownership or the registered permit holder. For example, a student is not eligible to obtain or use a Faculty or Staff parking permit, even if the student's parent, spouse, or another family member is a University employee or the vehicle is registered to an employee. Similarly, a student operating a vehicle registered to a Faculty or Staff permit holder must obtain the appropriate student parking permit and comply with all parking regulations applicable to students. These restrictions apply equally to all individuals, including spouses, dependents, family members, visitors, and any other person operating a vehicle on University property.
2.7 REGISTRATION EXPIRATION
Vehicle registrations must be renewed annually during the University's designated registration period, which occurs each August. Parking permits expire on the date indicated on the permit. Vehicles displaying an expired permit or operating on University property without a current, valid registration are subject to citation and any other applicable enforcement action.
2.8 TRANSFER OF OWNERSHIP
When ownership of a registered vehicle is transferred to another member of the Pepperdine University community, the vehicle registration must be updated promptly through the University's vehicle registration system to reflect the new owner. Until the registration has been updated, the individual listed as the registered owner in the University's vehicle registration records will remain responsible for all parking citations, fees, and other enforcement actions associated with the vehicle.
Section 3 – GENERAL PARKING AND TRAFFIC REGULATIONS
3.1 GENERAL PARKING GUIDELINES
A valid vehicle registration or parking permit does not guarantee the availability of a parking space at any particular time or location. It is the responsibility of the registered vehicle owner to locate and park in a legal parking space.
For purposes of these regulations, a legal parking space is a marked parking space that is authorized for the vehicle's permit classification and complies with all posted signs, pavement markings, directions from authorized University personnel, and these Parking and Traffic Regulations.
The ability to access a parking area does not constitute authorization to park within that area. Possession or use of a gate token, access card, remote control, license plate reader access, or an open gate does not exempt a vehicle from applicable parking restrictions or authorize parking in a restricted or reserved area.
Parking is prohibited in, on, or adjacent to the following areas, unless expressly authorized:
- Pedestrian walkways and sidewalks;
- Landscaped or unpaved areas;
- Construction zones;
- Red curbs and fire lanes;
- Driveways and vehicle access routes;
- The roadway encircling Lower Residential Road ("Res Road");
- Alumni Park;
- Campus Walk, except where specifically authorized by posted signage;
- The CCB Loading Dock, except for the two designated assigned parking spaces;
- The TAC Loading Dock;
- The CSOL Loading Dock;
- The ends of parking aisles;
- Areas that are not designated as parking spaces;
- In front of gates, barriers, or access control devices; and
- Any location that creates a traffic hazard, obstructs pedestrian or vehicle access, impedes emergency operations, or interferes with the use of University facilities.
Vehicles must be parked entirely within a single marked parking space and may not occupy more than one parking space.
When parking on a grade, drivers should position their wheels in accordance with the California Vehicle Code:
- When facing downhill, turn the front wheels toward the curb.
- When facing uphill, turn the front wheels away from the curb.
3.2 SPECIAL PARKING AREAS
Certain parking spaces and curb zones throughout the University are reserved for specific purposes. Vehicles may only park in these areas when authorized to do so and in compliance with all posted signs, pavement markings, and applicable regulations.
Blue Zones: Reserved exclusively for vehicles displaying a valid DMV-issued accessible parking placard or accessible license plate. Vehicles must comply with all applicable state and federal accessibility laws.
Yellow Zones: Reserved for official University vehicles or other vehicles specifically authorized by the Department of Public Safety or the department to which the space is assigned (e.g., Facilities Services, Mail Services, or other designated service vehicles).
White Zones: Reserved for the active loading and unloading of passengers or freight. Vehicles may stop only while actively engaged in loading or unloading and may not remain in the space for more than five (5) minutes.
Green Zones: Reserved for visitor parking, carpool parking, and Administrative ("AD") permit parking, as designated by posted signage. Vehicles may park in these areas only if they are authorized for the designated use and comply with all restrictions indicated by the applicable signage.
3.3 ACCESSIBLE PARKING
Vehicles displaying a valid accessible parking placard or accessible license plate issued by the California Department of Motor Vehicles (DMV) or another state or governmental jurisdiction are authorized to park in designated accessible parking spaces or any other legal parking space on University property, including visitor and carpool parking areas, unless otherwise restricted by posted signage or these regulations. Misuse of an accessible parking placard or license plate, including use by an individual other than the person to whom it was issued or other conduct prohibited by applicable law, is strictly prohibited. Placard abuse may result in cancellation or revocation of the placard by the issuing agency, citation, disciplinary action, suspension or revocation of campus parking privileges, and any other penalties authorized by law.
To register an accessible parking placard or license plate with the Department of Public Safety, the registered user must present the original DMV-issued Disabled Person Identification Card (or equivalent documentation issued by the applicable governmental agency) to the Public Safety Office and complete the required registration form by . Please allow up to five (5) business days for processing.
3.4 ELECTRIC VEHICLE (EV) PARKING
Those leveraging EV charging spaces will pay $0.35/kWh per hour for four (4) hours, after which there will be a flat fee of $20 per hour for the next two (2) hours. Vehicles parked in the EV-designated stall beyond the four-hour limit may receive a citation from Public Safety.
Non-electric vehicles parking in an EV designated charging stall are subject to citation and vehicle relocation.
Charging Stations in designated ADA accessible spaces require a valid and properly displayed DMV-issued accessible placard on the rear view mirror or have an accessible license plate.
Charging Stations located in the Main Visitor Lot are restricted to those with access to the lot.
3.5 RESERVED PARKING SPACES
Parking in visitor parking spaces and other reserved parking spaces is restricted to vehicles specifically authorized for those spaces. Authorization is determined by the applicable parking permit, pass, or posted signage.
Vehicles parked in violation of reserved parking restrictions are subject to citation, relocation, or impoundment at the owner's expense, and any other applicable enforcement action. Failure to comply with posted parking restrictions may also result in disciplinary action or the suspension or revocation of parking privileges, as appropriate.
3.6 SPECIAL PERMITS AND PASSES
The Director of Public Safety, or their designee, may issue special parking permits or passes for specific operational, administrative, or other authorized purposes. The issuance of a special permit or pass does not exempt the holder from compliance with these Parking and Traffic Regulations except as expressly authorized by the terms of the permit or pass.
Special permits and passes are valid only for the individual, vehicle, location, date, and purpose for which they were issued and may not be transferred, reproduced, or used by any other person. Misuse of a special permit or pass may result in its immediate revocation, citation, disciplinary action, and/or the suspension or revocation of campus parking privileges.
3.7 VEHICLE STORAGE
Except as authorized by the Department of Public Safety, no person may abandon, store, dismantle, repair, service, or otherwise render a vehicle inoperable on University property. This prohibition does not apply to maintenance or repairs performed by authorized University personnel on University-owned vehicles. Vehicles found in violation of this section are subject to citation, relocation, immobilization, or impoundment at the owner's expense, in addition to any other applicable enforcement action.
Oversized vehicles, including, but not limited to, recreational vehicles (RVs), campers, trailers, buses, and similar vehicles, may not remain on University property overnight without the prior written approval of the Director of Public Safety or their designee.
Living in, camping in, sleeping in, or otherwise occupying a vehicle, trailer, camper, or recreational vehicle on University property is prohibited unless expressly authorized in writing by the Director of Public Safety or their designee. The storage of such vehicles on campus is likewise prohibited without prior written approval.
Students who will continue their enrollment for the following academic term may request authorization to store a registered vehicle on campus during the summer months. Requests must be submitted using the before the vehicle is stored. Approved vehicles must be parked only in the location designated on the approved request. Vehicles stored without authorization or in an unauthorized location are subject to citation, relocation, or impoundment at the owner's expense.
3.8 VEHICLE NOISE POLUTION
Vehicles equipped with audible alarm systems must be maintained so that the alarm automatically resets within a reasonable period of time. If a vehicle alarm continues to sound and cannot be promptly silenced by the owner or operator, the Department of Public Safety may take reasonable measures to disable the alarm or otherwise abate the nuisance. Such vehicles are subject to citation, relocation, or impoundment at the owner's expense.
Vehicles that generate excessive or unreasonable noise, including noise resulting from defective or modified exhaust systems, repeated activation of vehicle alarms, mechanical malfunction, or other equipment, and that disturb the University community or interfere with normal campus operations, are prohibited. Such vehicles are subject to citation, relocation, or impoundment at the owner's expense, in addition to any other applicable enforcement action.
3.9 UNAUTHORIZED AREAS
Vehicles, including, but not limited to, bicycles, electric bicycles (e-bikes), mopeds, motorcycles, motorized scooters, mobility scooters, and other transportation devices, may be operated only on roadways and within designated parking areas, unless otherwise authorized by the University. Operation or parking is prohibited on pedestrian walkways, sidewalks, landscaped areas, fire lanes, construction zones, within University buildings, and in any other location where it would create a safety hazard or interfere with pedestrian travel or access to University facilities.
University-owned service vehicles and authorized emergency vehicles operated in the performance of official duties are exempt from this section to the extent necessary to carry out their assigned responsibilities.
Pedestrians have the right-of-way at all times on University property. Operators of all vehicles and transportation devices shall yield to pedestrians and operate their vehicles in a safe and prudent manner.
3.10 MOTORCYCLES
Motorcycles, motor-driven cycles, and mopeds operated on University property must be properly registered with the applicable Department of Motor Vehicles (DMV) and display a current registration in accordance with state law.
All motorcycle and moped operators and passengers must comply with applicable California helmet laws. Riders are required to wear a helmet that meets the standards established by the California Vehicle Code and the U.S. Department of Transportation. Motorcycles and mopeds must park in designated motorcycle parking areas where available. When designated motorcycle parking is unavailable, they must be parked in a legal parking space authorized for the applicable parking permit and may not occupy sidewalks, pedestrian walkways, landscaped areas, or other unauthorized locations.
Motorcycles and mopeds may not be operated or parked inside any University building and may not be driven or parked on pedestrian paths, sidewalks, or any other area where vehicle operation is prohibited by these regulations
3.11 UNAUTHORIZED GATE ACCESS
Unauthorized entry into any gated parking area or restricted access roadway is prohibited. Individuals may not gain access by using another person's access credential, tailgating behind an authorized vehicle, or otherwise circumventing an access control device, including by entering through a raised or open gate without authorization.
The unauthorized use, possession, distribution, duplication, procurement, or transmission of any access credential, including tokens, identification cards, remote controls, access codes, wireless credentials, or other access devices, is prohibited.
Violations of this section may result in citation, suspension or revocation of campus driving and parking privileges, disciplinary action under applicable University policies, criminal prosecution where appropriate, and any other administrative action deemed appropriate by the University.
Residential Road ("Res Road") is designated as a fire lane and is closed to general vehicular traffic. Access is restricted to authorized emergency vehicles, University service vehicles, and other vehicles expressly authorized by the Department of Public Safety. Limited access may be authorized during designated residential move-in and move-out periods under procedures established by the Department of Public Safety. Access at any other time requires the prior approval of a Department of Public Safety Field Supervisor or their designee.
3.12 JOHN TYLER DRIVE ROAD CLOSURE
Access to John Tyler Drive is restricted daily between 10:30 p.m. and 6:30 a.m. During these hours, only vehicles authorized by the Department of Public Safety may enter the restricted area.
Unauthorized entry into the restricted area during the nightly closure is prohibited. Vehicles found in violation of this section are subject to citation, relocation, or other enforcement action, including the suspension or revocation of campus driving and parking privileges and disciplinary action, as appropriate.
Traffic control devices, gates, barriers, and signage placed to enforce the nightly closure may not be removed, relocated, or bypassed except by authorized personnel.
3.13 GENERAL TRAFFIC GUIDELINES
All persons operating a vehicle on University property shall do so in a safe and prudent manner and in accordance with these regulations, applicable provisions of the California Vehicle Code, and the lawful directions of Department of Public Safety personnel.
Pedestrians have the right-of-way at all times on University property. Drivers shall yield to pedestrians and come to a complete stop at all marked crosswalks and whenever otherwise required by law.
The following traffic regulations apply on University property:
- U-turns across double yellow lines are prohibited.
- Crossing traffic control lines to overtake or pass another vehicle is prohibited, except where expressly permitted by law or traffic control devices.
- Speed limits are strictly enforced by radar. Unless otherwise posted, the maximum speed limit is 25 miles per hour on campus roadways and 5 miles per hour within parking lots.
- Drivers shall immediately yield the right-of-way to authorized emergency vehicles, including Department of Public Safety vehicles, when emergency lights, sirens, or other audible warning devices are activated, in accordance with the California Vehicle Code.
- No person shall attempt to evade, flee from, or otherwise fail to comply with the
lawful directions of Department of Public Safety personnel or a Department of Public
Safety vehicle. Such conduct creates a significant risk to the safety of the University
community and may result in citation, disciplinary action up to and including dismissal
from the University, referral to law enforcement, and any other appropriate enforcement
action.
Section 4 – DESIGNATED PARKING AREAS BY PERMIT
Unless otherwise authorized by the Department of Public Safety or restricted by posted signage, vehicles displaying a valid parking permit may park only in the locations designated for that permit classification. Permit holders are responsible for complying with all posted parking restrictions and the provisions of these Parking and Traffic Regulations.
4.1 "R" PERMIT
The Resident ("R") Permit is issued to students residing in University housing. Vehicles displaying a valid Resident ("R") Permit may park in the following locations:
- Street Parking: Huntsinger Circle, John Tyler Drive, Lower Baxter Drive, and Benton Way
- Enhanced Parking Lot N;
- Firestone Fieldhouse Lot (Lot P);
- Mountain Parking Garage: Levels 4 through 7;
- Terrace Lot (Lot I);
- School of Law Student Lot (Lot F) – ungated portion only;
- George Page Residential Lot (Lot H);
- Drescher Parking Structure (Lot Q); and
- Drescher Lots R, S, T, and V.
4.2 "T" PERMIT
The Towers ("T") Permit is issued to students residing in the Rockwell Towers Residential Complex. Vehicles displaying a valid Towers ("T") Permit are authorized to park in the Rockwell Towers Lot (Lot K), which is reserved exclusively for residents assigned to the Rockwell Towers Residential Complex.
In addition to Lot K, vehicles displaying a valid Towers ("T") Permit may park in all locations authorized for the Resident ("R") Permit.
4.3 "C" PERMIT
The Commuter ("C") Permit is issued to students enrolled at the Malibu campus who do not reside in University housing. Students who move off campus during the academic year must update their residency status with Housing and Residence Life before becoming eligible for a Commuter ("C") Permit.
Vehicles displaying a valid Commuter ("C") Permit may park in the following locations:
- Street Parking: Seaver Drive, Huntsinger Circle, John Tyler Drive, Banowsky Boulevard, Lower Baxter Drive, and Benton Way. Parking in green zones is restricted as provided in Section 3.2 (Special Parking Areas).
- Firestone Fieldhouse Lot (Lot P);
- Enhanced Parking Lots M and N;
- Mountain Parking Garage: Levels 3 through 7;
- Terrace Lot (Lot I);
- School of Law Student Lot (Lot F) – ungated portion only;
- Drescher Parking Structure (Lot Q); and
- Drescher Lots R, S, T, and V.
4.4 "S PERMIT
The Staff ("S") Permit is issued to ¹ú®aa¢¥aÂé¶¹University staff members assigned to the Malibu campus. Vehicles displaying a valid Staff ("S") Permit may park in the following locations:
- Street Parking: Seaver Drive, Huntsinger Circle, John Tyler Drive, Banowsky Boulevard, Lower Baxter Drive, President's Drive, and Benton Way;
- Theme Tower Lot (Lot A);
- Firestone Fieldhouse Lot (Lot P);
- Enhanced Parking Lots M, N, and O;
- Mountain Parking Garage: Level 3;
- Terrace Lot (Lot I);
- Center for Communication and Business Lot (Lot E);
- School of Law Faculty Lot (Lot G);
- School of Law Student Lot (Lot F) – ungated portion only;
- Drescher Parking Structure (Lot Q); and
- Drescher Lots R, S, T, U, V, and W.
4.5 "F" permit
The Faculty ("F") Permit is issued to eligible ¹ú®aa¢¥aÂé¶¹University faculty members. Vehicles displaying a valid Faculty ("F") Permit may park in all locations authorized for the Staff ("S") Permit, as well as the following additional parking areas:
- Chapel Lot (Lot C); and
- Main Lot (Lot B).
4.6 "AD" PERMIT
The Administrative ("AD") Permit is issued only to employees designated by the University. Unless otherwise restricted by posted signage or these regulations, vehicles displaying a valid Administrative ("AD") Permit may park in any legal parking space on the Malibu campus.
The Administrative ("AD") Permit does not authorize parking in areas where parking is prohibited by law or University regulation, including, but not limited to, accessible parking spaces without a valid accessible placard or license plate, fire lanes, loading zones, reserved spaces not designated for Administrative ("AD") permit holders, red curbs, sidewalks, landscaped areas, or any other unauthorized location.
4.7 "CV" PERMIT
The Contract/Vendor ("CV") Permit is issued to individuals assigned to perform work on the Malibu campus who are not employed by ¹ú®aa¢¥aÂé¶¹University, including, but not limited to, contract employees, vendors, consultants, and other authorized business partners.
Vehicles displaying a valid Contract/Vendor ("CV") Permit may park in the following locations:
- Terrace Lot (Lot I);
- School of Law Student Lot (Lot F) – ungated portion only;
- Mountain Parking Garage: Level 3;
- Enhanced Parking Lot N;
- Firestone Fieldhouse Lot (Lot P);
- Drescher Parking Structure (Lot Q); and
- Drescher Lots R, S, T, and V.
4.8 "W" PERMIT
The "W" Permit is issued to eligible members of the Waves Associates program, Malibu Country Estates homeowners, and ¹ú®aa¢¥aÂé¶¹University alumni. Vehicles displaying a valid "W" Permit may park in the following locations:
- Street Parking: Seaver Drive, Huntsinger Circle, John Tyler Drive, Banowsky Boulevard, Lower Baxter Drive, and Benton Way;
- School of Law Student Lot (Lot F) – ungated portion only;
- Terrace Lot (Lot I);
- Mountain Parking Garage: Level 3;
- Enhanced Parking Lots M and N;
- Firestone Fieldhouse Lot (Lot P);
- Drescher Parking Structure (Lot Q); and
- Drescher Lots R, S, T, V, and W.
Section 5 – ENFORCEMENT
5.1 CITATIONS
Parking and traffic citations issued by the Department of Public Safety are administrative citations and do not appear on an individual's public driving record.
Citations may be issued by Department of Public Safety personnel based on observations made during routine patrol, reports submitted through the LiveSafe app, information received through other authorized reporting methods, or other evidence indicating a violation of these Parking and Traffic Regulations.
Department of Public Safety citations may be paid online in accordance with the instructions provided on the citation. Citations issued by the Los Angeles County Sheriff's Department or the California Highway Patrol must be paid directly to the agency identified on the citation and are subject to that agency's payment procedures and deadlines.
Students who fail to pay a Department of Public Safety citation within fourteen (14) calendar days of issuance may have the outstanding balance transferred to their student account. In addition, a registration hold may be placed on the student's account and remain in effect until all outstanding parking citations and associated fees have been paid in full.
5.2 CITATION APPEALS
Administrative parking citations issued by the Department of Public Safety may be appealed within fourteen (14) calendar days of the citation's issuance. Appeals submitted after the fourteen (14)-day appeal period will not be considered.
All appeals must be submitted electronically using the . Appeals submitted in person, by email, or through any other method will not be accepted.
Each appeal will be reviewed based on the information submitted and any other relevant information available to the Department of Public Safety. The appellant will be notified of the appeal decision by email. The decision of the appeal reviewer is final and is not subject to further administrative review.
Citation appeals must be based on a factual or procedural basis demonstrating that the citation was issued in error or that other circumstances warrant dismissal under these regulations. The following circumstances, standing alone, are not valid grounds for appeal:
- Lack of knowledge or awareness of University parking or traffic regulations;
- The time of day, including late-night or early-morning hours, contributed to the parking violation;
- The vehicle was parked in an unauthorized location for only a brief period of time;
- A lack of available parking in a preferred or nearby location;
- Inclement weather;
- Personal convenience or extenuating circumstances, including, but not limited to, illness, assisting another person, appointments, examinations, work or academic deadlines, or transporting large or heavy items;
- Failure to properly display a Temporary, Visitor, Carpool, or other parking permit or pass, including failure to complete required information or display the permit in the prescribed manner;
- The registered owner or driver did not see or receive the citation;
- Other vehicles committing the same or a similar violation were not cited, or the appellant was not previously cited for a similar violation;
- The registered owner no longer owns or possesses the vehicle; or
- The vehicle was being operated by another individual at the time the citation was issued.
Examples of appropriate grounds for appeal include evidence that the citation was issued in error, the vehicle or permit was misidentified, the violation did not occur, or other information demonstrating that the citation should not have been issued.
5.3 VEHICLE IMMOBILIZATION
The Department of Public Safety may immobilize a vehicle by affixing a wheel-locking device ("boot") when necessary to enforce these Parking and Traffic Regulations or to protect the safety and security of the University community. Vehicle immobilization may occur for reasons including, but not limited to:
- The identity of the vehicle owner or responsible party cannot be determined;
- The vehicle is parked or operated in violation of these Parking and Traffic Regulations;
- The vehicle is not properly registered with the University or displays an expired, invalid, altered, or unauthorized parking permit;
- The vehicle has accumulated three (3) or more outstanding parking citations;
- The vehicle presents a safety hazard or interferes with University operations; or
- Any other circumstance determined by the Director of Public Safety or their designee to warrant immobilization.
Before an immobilization device will be removed, the registered owner, as reflected in the University's parking registration system, must satisfy all conditions established by the Department of Public Safety. Such conditions may include payment of all outstanding citations, fines, and immobilization fees; completion of a vehicle release form; verification of ownership or operator identity; registration of the vehicle with the University, if required; and correction of any violation that resulted in the immobilization.
Vehicles that remain immobilized for more than three (3) calendar days may be cited, relocated, or impounded at the owner's expense, in addition to any other applicable enforcement action.
5.4 VEHICLE RELOCATION AND IMPOUNDMENT
The Department of Public Safety may relocate a vehicle to another location on University property when necessary to protect public safety, maintain campus operations, or enforce these Parking and Traffic Regulations. A vehicle may be relocated for reasons including, but not limited to, the following:
- The vehicle creates a safety hazard;
- The vehicle is causing damage to University property;
- The vehicle blocks or impedes traffic flow, access to a roadway, fire hydrant, fire lane (including Residential Road ("Res Road")), accessible route or ramp, building entrance, driveway, or other access point;
- The vehicle is disabled, severely damaged, or otherwise inoperable;
- The vehicle is parked in an electric vehicle charging space without actively charging or is not an electric vehicle;
- The vehicle is parked in a space reserved for visitors, special events, or other restricted purposes without authorization; or
- Any other circumstance determined by the Director of Public Safety or their designee to warrant relocation.
A vehicle relocation fee may be assessed in addition to any applicable citations, fines, or other enforcement actions.
The Department of Public Safety may impound a vehicle whenever relocation is insufficient or when impoundment is otherwise authorized by these Parking and Traffic Regulations. Vehicles may be impounded for any circumstance that authorizes immobilization or relocation under these regulations, including, but not limited to:
- A vehicle abandoned or left unmoved on University property for three (3) consecutive calendar days without authorization;
- A vehicle with five (5) or more outstanding parking citations;
- A vehicle that remains immobilized for more than three (3) calendar days; or
- Any other circumstance in which impoundment is determined by the Director of Public Safety or their designee to be necessary to protect the safety, security, or operational needs of the University.
All towing, storage, impound, relocation, and associated administrative fees, together with any outstanding citations or fines, are the responsibility of the registered owner, as reflected in the University's parking registration system, unless otherwise determined by the Department of Public Safety.
5.5 CONSEQUENCES FOR MULTIPLE OR SERIOUS OFFENSES
The Department of Public Safety may suspend, revoke, or otherwise restrict an individual's driving and parking privileges on University property for repeated, serious, or egregious violations of these Parking and Traffic Regulations. The Department may also deny or condition the issuance or renewal of vehicle registration, parking permits, or parking privileges based on an individual's violation history.
In determining the appropriate administrative action, the Department of Public Safety may consider the nature and severity of the violation(s), the frequency of prior violations, the individual's compliance with these regulations, and any other relevant circumstances.
Violations of these Parking and Traffic Regulations may also result in disciplinary action under applicable University policies. As appropriate, matters may be referred to Human Resources, the Office of Community Standards, or other appropriate University offices for review and action. These administrative consequences are in addition to any citations, fines, relocation, immobilization, or impoundment authorized under these regulations.

If any provision of these Parking and Traffic Regulations, or the application of any provision to any person or circumstance, is determined by a court or other authority of competent jurisdiction to be invalid, illegal, or unenforceable, such determination shall not affect the validity or enforceability of the remaining provisions or their application to other persons or circumstances. The remaining provisions of these Parking and Traffic Regulations shall remain in full force and effect.
